One of the more involved web applications we have encountered is the Capital Expenditures Status System (CAPSTAT) which tracks almost TWO BILLION DOLLARS of Projects. It is a terrific example of a web application that puts a streamlined, simple interface on a complex business challenge. There is a great deal of data validation, process enforcement, many-many communications, workflow, and anticipatory data defaults. To Whom It May Concern:

The University of North Carolina system, containing the oldest public university in the country, consists of sixteen institutions. The constituent institutions have combined capital improvement projects of over $250 million per year. The General Assembly of North Carolina requires that these projects be specifically tracked in terms of budget, expenditure, and time. We were faced with a critical need to have a time-tracking system for project information. It was a daunting challenge because projects were being conducted on all 16 campuses. The only logical medium to report such information was through the Internet. However, web applications software allowing data entry and reporting by many simultaneous users was unknown for customer purchase off the shelf. This software had to be tailored to the General Assembly requirements and user friendly for data entry.

Chris Ogden of InfoMatters, Inc. was called upon to tackle the problem. He was extremely adept at understanding the nuances of the business systems and was able to use clear logic to develop a user-friendly, efficient, and highly flexible program. The program he created pushed the limits of combined Internet and database technologies. It responds almost instantaneously and lends itself to a wide array of data mining. Chris has continually refined the program to make it more efficient.

Another challenge was the time-table. Because work processes were already underway in the University system, it was critical to get the program up and running immediately. Chris worked tirelessly, giving many long hours to meet our delivery requirements.
